Biography:

James T. Parker, C.P.M. is Director of Purchasing with the University of Utah where he is responsible for the procurement of over $140 million in goods and services annually. He is a member of NAEB, the Utah Procurement Advisory Council, current chair of the Utah Procurement Policy Board, and member of the C.P.M. Item Writing Committee. Mr. Parker has taught courses and seminars for ISM, NAEB on the topic of e-commerce and has been published in several purchasing journals on this topic. He is the author of "Understanding E-Commerce", and a contributing editor on e-commerce for the current edition of "The Purchasing Manager's Handbook", published by NAPM. He has taught college level courses in Purchasing for both Salt Lake Community College and the University of Utah.

Mr. Parker is an active member of NAPM and has held several positions with the organization including president of the Utah affiliate. He has extensive experience in consulting, including authoring policies and procedures for the 2002 Winter Olympics. Additional consulting has included Hercules Aerospace, Campus Pipeline, Higher Markets, BYU, Salt Lake School District, and others. He has a bachelor's degree from the University of Alabama and a master's degree from the University of Arkansas.
